Division of Radiation and Nuclear Safety and Security

Division of Radiation and Nuclear Safety and Security performs the tasks within:

Department of Radiation Practice and Nuclear Activity Control that consists of:

 

  • Unit for Radiation Practices in Medicine that is responsible for:

 

  • Preparation of draft strategies and
    action plans for their implementation in accordance with the Law;
  • Preparation of draft regulations
    adopted by the Government in accordance with the Law;
  • Preparation of rulebooks, and other
    regulations and guidelines in accordance with the Law;
  • Review of request and documentation
    for issuing, suspending or revoking authorizations, approvals and other
    documents for radiation practices in medicine;
  • Evaluation of fulfilment of the
    prescribed terms for issuing authorizations, approvals and other documents for
    radiation practices in medicine;
  • Ensuring the availability of
    information necessary for issuing authorizations, approvals and other documents
    for radiation practices in medicine;
  • Registry and record keeping on
    issued authorizations, approvals and other documents for radiation practices in
    medicine, as well as other information relevant for radiation and nuclear
    safety and security;
  • Supervision of fulfilment of requirements
    serving as a basis for issuing authorizations, approvals and other documents
    for radiation practices in medicine;
  • Preparation of instructions and
    procedures to be adhered to in radiation practices in medicine;
  • Other duties in accordance with the
    Law.

Unit for nuclear activities and radiation practices in industry, research, trade and transport that is responsible for:

  • Preparation of draft strategies and
    action plans for their implementation in accordance with the Law;
  • Preparation of draft regulations adopted
    by the Government in accordance with the Law;
  • Preparation of rulebooks and other
    regulations and guidelines in accordance with the Law;
  • Review of requests and documentation
    for issuing, suspending and revoking authorizations, approvals and other documents
    for nuclear activities and radiation practices in industry, research, radiation
    sources trade and transport of dangerous goods class 7 ADR/RID/AND (radioactive
    material);
  • Review of fulfilment of the
    prescribed conditions for issuing, suspending and revoking authorizations,
    approvals and other documents for nuclear activities and radiation practices in
    industry, research, radiation sources trade and transport of dangerous goods
    class 7 ADR/RID/AND (radioactive material);
  • Ensures the availability of the
    information necessary for issuing, suspending and revoking authorizations,
    approvals and other documents for nuclear activities and radiation practices in
    industry, research, radiation sources trade and transport of dangerous goods
    class 7 ADR/RID/AND (radioactive material);
  • Preparation of the documentation
    necessary for issuing, suspending and revoking authorizations, approvals and
    other documents for nuclear activities and radiation practices in industry,
    research, radiation sources trade and transport of dangerous goods class 7
    ADR/RID/AND (radioactive material);
  • Registry and record keeping of
    authorizations, approvals and other documents issued for nuclear activities and
    radiation practices in industry, research, trade and transport of dangerous
    goods class 7 ADR/RID/AND (radioactive material);
  • Control of fulfilment of
    requirements serving as basis for issuing of authorizations, approvals and
    other documents issued for nuclear activities and radiation practices in
    industry, research, trade and transport of dangerous goods class 7 ADR/RID/AND
    (radioactive material);
  • Preparation of instructions and
    procedures for nuclear activities and radiation practices in industry,
    research, radiation sources trade and transport of dangerous goods class 7
    ADR/RID/AND (radioactive material);
  • Establishment and maintenance of, in
    cooperation with the ministries competent for foreign affairs, defence,
    internal affairs, economy and customs, the system of control over the import
    and export of nuclear and other radioactive material, radiation sources,
    equipment, special equipment and non-nuclear material, information and
    technologies for the purpose of meeting the international obligations assumed
    by the Republic of Serbia;
  • Establishment and maintenance of the
    system of accountancy and control of non-nuclear material;
  • Performance of duties in the field
    of radiation and nuclear security, prescribing requirements for the security of
    nuclear and radioactive material and connected facilities, including the
    measures of prevention, detection and response in case of unauthorized and
    malicious conduct involving such material or facilities;
  • Other duties in accordance with the
    Law.

Department of Public Exposure Control that consists
of:

Unit for Monitoring, Control and Emergency Situations that is responsible for:

  • Preparation of draft strategies and
    action plans for their implementation in accordance with the Law;
  • Preparation of draft regulations
    adopted by the Government in accordance with the Law;
  • Preparation of rulebooks and other
    regulations and instructions in accordance with the Law;
  • Review of requests and documentation
    for issuing, suspending or revoking approvals and other documents for
    monitoring and control of radioactivity, and response in case of emergency
    situations;
  • Evaluation of fulfilment of
    prescribed conditions for issuing approvals and other documents for monitoring
    and control of radioactivity, and response in case of emergency situations;
  • Provision of the information
    necessary for the instance of issuing approvals and other documents for
    monitoring and control of radioactivity, and response in case of emergency
    situations;
  • Preparation of the documentation
    necessary for the instance of issuing approvals and other documents for
    monitoring and control of radioactivity, and response in case of emergency
    situations;
  • Registry and record keeping on
    approvals and other documents issued for monitoring and control of
    radioactivity, and response in case of emergency situations, levels of
    radioactivity in the environment and other information relevant for radiation
    and nuclear safety and security;
  • Control of the fulfilment of
    requirements serving as basis for issuing approvals and other documents for
    monitoring and control of radioactivity and response in case of an
    emeregency  situation;
  • Preparation of instructions and
    procedures for monitoring and control of radioactivity and response in case of
    an emeregency  situation;
  • Preparation and observation of the
    implementation of Environmental Radioactivity Monitoring Programme, monitoring
    the radioactivity level and the changes thereof, evaluating its environmental
    and public effect, instructing on the measures to be taken, monitoring their
    application and preparing the annual report on the level of public exposure to
    ionizing radiation in the Republic of Serbia;
  • Preparation of draft Response Plan
    in case of nuclear or radiological emergency situation;
  • Establishment of cooperation with
    other relevant institutions in the Republic of Serbia for setting up and
    maintaining Response Plan in case of nuclear or radiological emergency
    situation in line with the The National Strategy for Protection
    and Rescue in Emergency Situation;
  • Participation in the implementation
    of The National Strategy for Protection and Rescue in Emergency
    Situation;
  • Monitoring of functioning and the
    analysis of data in the system of timely accident report;
  • Participation in the preparation and
    implementation of the projects within the Directorate in the field of radiation
    and nuclear safety and security;
  • Cooperation with the relevant
    international organizations in connection with the instances of monitoring and
    control of radioactivity and response in case of an emergency situation;
  • Other duties in accordance with the
    Law

Division of Legal, Financial, Common Affairs and Human Resources and International Cooperation

Division of Legal, Financial, Common Affairs and Human Resources and International Cooperation performs the tasks within:

Department of Legal Affairs and International Cooperation that is responsible for:

  • Preparation of legal enactments for the Directorate;
  • Preparation of bylaws necessary to enforce the Law regulating radiation and nuclear safety and security;
  • Transparency of the operations within the Directorate and delivery of information to the Commissioner for information of public importance and personal data protection;
  • Implementation of the relevant procedures;
  • Establishment of cooperation with other state authorities and organizations, and preparation of opinions on legal enactments;
  • Preparation of draft contracts, agreements and protocols connected with the cooperation with the UN and EU organizations and agencies in the field of radiation and nuclear safety and security;
  • Preparation of the elements necessary for the accession to and implementation of the international conventions in the field of radiation and nuclear safety and security;
  • Protection of classified information;
  • Enabling users to have immediate access to classified information;
  • Issuance of the copies of the documents containing classified information;
  • Record-keeping of the users of classified information;

Unit for International Cooperation and Project Management that is responsible for:

  • Coordination of cooperation between the Republic of Serbia and the IAEA and other international organizations and bodies;
  • Coordination of programming, preparation, implementation, monitoring and evaluation of Technical Cooperation Programme between the Republic of Serbia and the IAEA;
  • Coordination of the accession to the international and legal instruments and arrangements in the field of radiation and nuclear safety and security;
  • Observation of the implementation of projects financed through EU IPA funds;
  • Participation in preparing and implementing the projects of the Directorate in the field of radiation and nuclear safety and security;
  • Ensuring cooperation with other state bodies;
  • European integration in the field of radiation and nuclear safety and security;
  • Preparation for the process of integrating the Republic of Serbia into the European Union;
  • Cooperation with the ministries competent for EU integration and other state bodies and international organizations and bodies;
  • Harmonization between the national regulations and European legislation in the field of radiation protection and nuclear safety and security and radioactive waste management;

Department of Financial, Common and Human Resources Affairs that is responsible for:

  • Preparation of financial plan for the Directorate;
  • Preparation of plans and reports regarding the budget execution of the Directorate;
  • Invoicing and observing payment of receivables in the Directorate;
  • Public procurements;
  • Human resources, public relations and common affairs;
  • Control and maintenance of the information system, IT services and data base;
  • Preparation and exchange of information with the relevant security structures in the Republic of Serbia.

 

Division of Inspection

Division of Inspection is responsible for regulatory inspection
oversight of radiation and nuclear safety and security measures in accordance
with the Law and the Law on Inspection Oversight (Official Gazette of RS, No. 36/15, 44/18-amendments and
supplements, and 95/18).
